SCAF - Swimming
Official Advancement Guidelines
Level Origination: Grandfather into officials' current
"Level"; to retain this level one must complete the
"Maintain" standards.
SCAF Minimum Standard:
* Hold a current SCAF and/or USS membership
* Pass applicable rule's test
* Attend applicable clinic(s)
To become a LEVEL I REFEREE
* Complete SCAF Minimum Standards
1. Work three (3) high school meets:
a) one (1) meet (dual/relay/invitational) in the capacity of an
observer/assistant.
b) two (2) dual meets in the full capacity of STARTER/REFEREE
with ACCEPTABLE written evaluations, on
the TRAINING WORKSHEET & REFEREE
EVALUATION forms.
2. Be approved for certification by the local area SCAF-Swimming Board of
Directors Training Committee.
To become a LEVEL II REFEREE
* Complete SCAF Minimum Standards
1. Complete the Level I requirements.
2. Work at least eight (8) additional high school dual meets/competitions in the
capacity of
STARTER/REFEREE. Complete AND return the Officials'
Certification Log to the SCAF-Swimming
Secretary.
*** To Maintain: Complete SCAF Minimum Standards
AND work at
least eight (8) high school dual meets/competitions within two (2) years
OR petition
to the SCAF- Swimming Board of Directors
To become a LEVEL III REFEREE
* Complete SCAF Minimum Standards
1. Complete the Level I requirements.
2. Work twenty-five (25) high school dual meets/competitions in the capacity of
a LEVEL II REFEREE in not less
than a two (2) year period OR
Work twelve (12) USS meet days in the capacity of a
STARTER in not less than a two (2) year period.
3. Be approved for certification by the local area SCAF-Swimming President and
Instructional Chair in accordance
with the qualifications established by the SCAF-Swimming
Board of Directors.
*** To Maintain: Complete SCAF Minimum Standards
AND work at
least eight (8) high school dual meets/competitions
AND one invitational or Heats & Finals meet within two (2)
years
OR petition
to the SCAF- Swimming Board of Directors
To become a LEVEL III-D REFEREE
* Complete SCAF Minimum Standards
* Complete the LEVEL III requirements.
1. Exhibit competency as a Diving Referee in accordance with the qualifications
established by the SCAF-Swimming
Board of Directors' Training Committee.
*** To Maintain: Complete the LEVEL III maintenance requirements
AND work (or volunteer) at one (1) diving invitational or
diving championship within two (2) years
OR petition to the SCAF-Swimming Board of
Directors.
To become a LEVEL IV REFEREE
* Complete SCAF Minimum Standards
1. Complete the Level III requirements.
2. Work in the
capacity of STARTER/REFEREE at the Community College competitions with
ACCEPTABLE
written evaluations by two different evaluators in not less
than two (2) year period.
3. Exhibit competency as an NCAA Diving Referee in accordance with the
qualifications established by the
SCAF-Swimming Board of Directors' Training Committee.
4. Work Four (4) USS meet days in not less than a two (2) year period with
ACCEPTABLE written evaluations
by two (2) different Meet Referees.
5. Be approved by the SCAF-Swimming Board of Directors.
*** To Maintain: Complete SCAF Minimum Standards
AND work at
least eight (8) dual meets/competitions
AND one USS Sanctioned meet
OR one community college meet within three
(3) years
OR petition
to the SCAF- Swimming Board of Directors.
To become a LEVEL V REFEREE
* Complete SCAF Minimum Standards
1. Complete the Level IV requirements.
2. Work one of the following in the capacity of STARTER/REFEREE:
a) Six (6) NCAA meets in not less
than a two (2) year period OR
b) Two (2) USS heats & finals
competitions in not less than a two (2) year period OR
c) One (1) CIF-SS or CIF-LA
Championships in not less than a two (2) year period
Equivalencies: One (1) CIF-SS or LA Championship = Three (3) NCAA meets
One (1) USS heats & Finals = three (3) NCAA meets
3. Be approved by the SCAF-Swimming Board of Directors.
*** To Maintain: Complete SCAF Minimum Standards
AND work at
least eight (8) dual meets/competitions
AND work at least one (1) of the following in three (3) years:
one (1)
NCAA meet
OR one (1) USS heats & finals competition
OR one (1) CIF-SS or LA Championship
OR petition to SCAF-Swimming Board of Directors
