STATEMENT OF POLICIES FOR SWIMMING OFFICIALS
CERTIFICATION OF OFFICIALS
TRAINEES
A new swimming official must do the following to advance to Rookie Status:
1. Pay SCAF-SWIMMING dues
2. Pass a written rules test (Swimming-90%, Diving-85%). One makeup is allowed.
3. Attend a Rookie Clinic.
4. Receive two ACCEPTABLE evaluations from a Senior
Official as a starter at a high school meet.
5. Return the TRAINEE WORKSHEET and the REFEREE EVALUATION
form(s) to the SCAF-Swimming Secretary.

A Rookie swimming official must do the following to advance to the High School list:
1. Pay SCAF-SWIMMING dues
2. Pass a written rules test (Swimming-90%, Diving-85%). One make-up is allowed.
3. Attend a Rookie Clinic.
4. Do ten High School Meets as the starter and secure
the signature of the home team's coach.
5. Return the ROOKIE WORKS~ to the SCAF-Swimming
Secretary.
HIGH SCHOOL and COLLEGE
LIST OFFICIALS
To maintain certification. a previously certified official must:
1.
Pay SCAF-SWIMMING dues
2. Pass a written rules test (Swimming-90%. Diving-85%). One make-up is allowed.
3. Attend two clinics.
4. Officials on the College List must also attend a
College Clinic.
OFFICIALS FROM OUTSIDE OF
Officials from outside of the area that
SCAF-SWIMMING serves will be accepted as a Trainee. Upon receipt of a letter of
recommendation from the previous swimming association, they will be placed on
the appropriate list after receiving an ACCEPTABLE evaluation as a starter at a
high school meet under the direction of a SCAF-SWIMMING Board Member.
WE ARE INDEPENDENT CO
ASSIGNMENT
TO MEETS
SCAF-Swimming trains and certifies officials who
are then assigned by the various commissioners and/or assigners to meets. Some
assigners will contact you by mail or phone while others will make' their
assignments at a meeting that will be advertised in advance. Some assigners may
charge an administrative fee for their services. It is imperative that each
official be familiar with the policies of these commissioners and assigners.
Failure to adhere to such policies usually results in the removal of that
official from that commissioner's or assigner's list
CHANGING ASSIGNMENTS
All meet assignments must go through the
appropriate assigner. An official may NOT change an assignment without
contacting the assigner. An official may not accept a meet directly from a coach
or school without clearing the assignment through the appropriate assigner. Once
an assignment has been accepted from the appropriate assigner, an official may
not cancel that assignment to do a meet in another area without clearing with Barn
ASSIGNERS. Failure to adhere to this policy could result in a loss of the
official's next meet or meets and could also affect the official's
consideration for championship and/or post-season meet consideration.
EVALUATI0N CARD
INSTRUCTIONS
At every meet the official(s) will give a stamped
Evaluation Card to the head coach of each team present. After the meet has been
completed, the coach will mail the Evaluation Card to the Area President or the
Assignment Secretary. Evaluation Cards that are received by an official from a
coach, even in a sealed envelope, will be considered as negative evaluations and
could subject the official to further meet sanctions and/or deny that official
post-season meet consideration. Officials that fail to give a stamped Evaluation
Card to any coach before the start of the meet will have that meet's evaluation
considered as negative and could subject the official to further meet sanctions
and/or deny that official post-season meet consideration.
ADVANCEMENT TO THE
The college officials list will be in two parts
consisting of those qualified to work at the Community College level and those
qualified to work all levels of College and University competition.
THE COMMUNITY COLLEGE LIST
Placement of an official's name on this list by the
SCA.F-Swimming Board of Directors shall occur only 'after the following criteria
have been met
1.
The official has been a working member of SCAF-Swimming for at least 3
years. 2. Be the Starter for 30 High School Swimming Meets.
3.
After completion of the third (or more) season of officiating, the official submits a written request to
the SCA.F-Swimming Board of Directors to be evaluated for placement on the
Community College list
4.
During the following season, the official must work at least one college meet as
a volunteer under the direction of a senior college official. S/he shall also be
observed and evaluated working one or more high school meets.
5.
If a positive evaluation is made, the official's name will be added to the
Community College list for the following season.
THE
COLLEGE / UNIVERSITY LIST
In order to move up to this list, the official must
have worked at least two seasons at the Community
College level, started 50 high school or Community College meets,
and be recommended by at least
BOARD OF DIRECTORS
The SCAF-Swimming Board of Directors meets at least
6 times during the year. All of the meetings are open and all members of
SCAF-Swimming are encouraged to attend. Contact any member of the Board of
Directors, or your Area President for further information.
UNIFORM AND EQUIPMENT
A proper uniform consists of white shoes and socks,
white trousers, skirt or shorts, and a white collared shirt. The uniform should
be neat and clean at all times. Since swimming meets are often conducted
outdoors in rainy weather, appropriate provision should be made for inclement
weather. If additional items of clothing are worn (hat, jacket, etc.), it is
preferable that they be white. In all cases, such attire must be appropriate and
professional.
EACH OFFICIAL
MUST PROVIDE THEIR OWN EQUIPMENT AS FOLLOWS:

.22 caliber starter's pistol with sufficient shells for the met or an electronic
starting device.

and black or blue pens and finish slips (clipboard is recommended)
